The National Budget for 2006 is the first budget where scientific publications are considered in the so-called result-based distribution of reasearch funds.

The introduction of a result-based distribution is a part of the financial model of the Reform for better Quality. So far, signals from selected institutions indicate that this arrangement has had a positive effect. One of the results is an increased focus of published results in acreditted journals. Also there has been an increased awareness of the importance of reasearch leadership in the Institutes and Faculties.

The use of publication points has limitations and should be considered with caution.
The restricted list of accredited publications and that it is divided into two levels, gives only a rough indication of the quality and quantity of scientific work performed by an institution.
